Ralph has been with VCDC since 1990 and was part of the team that established the first equity fund in 1992. He has more than 25 years of development finance experience at the local, state and national level. Ralph is a past President and current Board member of the National Association of State Equity Funds (NASLEF), served as Chair of the board of a local housing authority, and is a board member of the Virginia Housing Coalition.

Yoomie joined VCDC in February 2010. As a development advisor, she provides technical assistance including tax credit application support to project sponsors and ongoing guidance and support to VCDC sponsors and related entities throughout the project development process. Prior to joining VCDC, Yoomie served as General Counsel for California-based Mid-Peninsula Housing where she provided legal advice on affordable housing development, property management, and resident services corporations. Yoomie also worked with project managers, brokers and outside counsel on property acquisitions, construction/permanent loan, tax credit syndication and buyout closings. She received her JD from UC Berkeley Boalt School of Law and a BS in Urban and Regional Studies from Cornell University.

Barbara joined the organization in 2004. Currently she is responsible for VCDC’s High Watch List and provides technical assistance for special projects including outreach assistance to the project development team. She also participates in VCDC’s effort to expand services to project sponsors and provides technical assistance support to the asset management staff. She has over 30 years of combined asset management and LIHTC compliance experience in the non-profit sector. Barbara previously served for 11 years as Director of Property Management for Community Housing Partners, Virginia's largest nonprofit developer. She is also a past member of the VA Tech Property Management Advisory Board and has served as an instructor for VAMA and the Ontario Real Estate Association.

Graham is responsible for the management of VCDC’s New Markets Tax Credit financing program, working with community-based organizations in the development of mixed-use projects involving retail, commercial and residential uses. Graham also serves on VCDC’s project development team. Prior to joining the VCDC in 2005, he was Vice President of Development for Community Housing Partners Corporation. During his seven-year tenure, CHPC completed or began construction on over $100 million of development projects. Previously, Graham was responsible for allocating Low Income Housing Tax Credits, first with the Virginia Department of Housing and Community Development and then with the Virginia Housing Development Authority.

Leslie joined VCDC in 2006 as an Administrative Assistant and currently serves as VCDC’s Information Services Manager. As Information Services Manager she is responsible for managing the day to day operations of VCDC’s technology systems and developing and implementing technology processes to refine VCDC business processes. Leslie holds bachelor’s degrees in Political Science and Philosophy from Virginia Commonwealth University and is currently working towards a certificate in Information Systems at VCU.

Earl Howerton has been employed with VCDC since 1998. His responsibilities include inspection of VCDC new construction and acquisition rehab projects activities including preparation of work and architectural specifications, bid reviews and completion of inspection reports. Earl previously worked for 7 years at the Virginia. Dept. of Housing and Community Development as a Planner where he was responsible for managing housing rehabilitation and public works grants using CDBG funding.

Joseph joined VCDC as a Real Estate Financial Analyst in August of 2010. In this role he supports the Fund Management and Asset Management teams through financial analysis, data management and projection development. Previously he worked as an Analyst on the Inventory Operations team with Circuit City Inc. Joseph earned his B.A. from Virginia Tech and his M.B.A. from Radford University.

Tera has been managing a tax credit portfolio of properties throughout Virginia since joining VCDC in 2001. She conducts property audits; works closely with project staff during lease-up and provides compliance and property management training and technical assistance. Tera previously worked in the Real Estate Department for Circuit City stores, where she coordinated maintenance and repairs on surplus company-owned real estate.

George is VCDC's Staff Accountant, providing support to our Chief Financial Officer. He performs accounts payable and accounts receivable functions in addition to daily bookkeeping duties. Since 1999, George has worked exclusively in the accounting field, having been an accountant for retail sales companies as well as newspaper/media companies. He has a Bachelors Degree in Mathematics from Virginia Tech and an accounting certificate from Virginia Commonwealth University.

Jeff primarily works with project sponsors who are developing affordable housing, assisting them through the process of application to the Investor Committee. Prior to joining VCDC in 1995, he was a program administrator with the Virginia Dept. of Housing and Community Development.

As Director of Equity Funds for both Housing Equity Funds (HEF) and Virginia Community Development Corporation (VCDC), Tyler is responsible for the daily management and structuring of the firms' portfolios of equity funds invested in tax-credit producing real estate. He manages the funds to ensure objectives of investor return and risk management are met. He works closely with the development team on new projects and with the asset management team to resolve problems with existing projects. Tyler joined VCDC in 2007 and holds a B.A. from Davidson College in North Carolina.

Asset Management Portfolio Director

Employed by VCDC since 2005, Linda serves as an asset management portfolio director responsible for annual compliance audits and physical inspections. Additionally she provides ongoing technical assistance and conducts compliance workshops for new project sponsors approves first-year applications and facilitates recertification waiver preparedness. Linda holds Housing Credit Certified Professional and ARM designations. She has 17 years of property management experience including 11 years working in the LIHTC program.

Donna joined VCDC in March 2011. She provides administrative support including general office management and special projects assistance. Donna is a Richmond, VA native with an Associate of Arts Degree from Peace College. Before joining VCDC, Donna served as the Sales and Marketing Director for a local residential home builder.

Gary manages and compiles financial reports for the President and Board of Directors. Additionally he serves as Treasurer/Secretary of the Investment General Partner. He uses Generally Accepted Accounting Procedures (GAAP) and adheres to conservative fiscal policy to ensure the integrity of the Company and Fund finances. He is responsible for managing the Equity Funds bridge loans, receives and reviews financial data, provides reports to investors, and oversees investments and real estate portfolios. He is responsible for all financial accounting, financial reporting and year-end tax reporting. Gary has been with VCDC since 1994.

Chris provides technical assistance to project sponsors; advises them during their tax credit application process; and renders ongoing guidance and support to project sponsors and related entities during Project development. Before joining VCDC in 2002, Chris was employed for 7 years with the Virginia Department of Housing and Community Development as a Community Representative and as a Policy Analyst.

Dan Tatar joined VCDC in 2008 as Vice President of Equity Investments. Before joining VCDC, Dan had a successful twenty-year career with the Federal Reserve Bank of Richmond and retired as an Assistant Vice President and Community Affairs Officer. At the FED, Dan worked with banks and community-based organizations to increase the flow of capital and credit for single-family housing, multi-family housing and small business development to lower-income communities. At VCDC, Dan will help raise equity capital for upcoming funds.

Arild enlists new corporate investors for VCDC’s Funds, as well as maintains relationships with existing investors. He is the investors’ first point of contact within the organization. He also coordinates the Funds’ bridge loan negotiations and closings. Prior to joining VCDC in July 2000, he was the Director of Lending for Richmond Neighborhood Housing Services for four years and also worked for Signet Bank for eighteen years in various management and lending positions.

Mia assumed the position of VCDC Director of Asset Management in December 2009 and has worked with VCDC in several other capacities since 1998. She is responsible for oversight of project compliance & operating performance, quarterly investor reporting, program policies & procedures, and project staff training and technical assistance. Mia has over nine years of experience in the housing tax credit industry. She also manages VCDC’s Special Initiatives program. She previously worked for Community Housing Partners Corporation and as a Marketing Associate with United Dominion Realty Trust, Inc. She holds a B.A. from Mary Washington College and a M.A. from Virginia Commonwealth University.
