Virginia Community Development Corporation (VCDC) is Virginia’s oldest and largest manager of tax credit equity funds. For more than 25 years we have been bringing together developers, investors, and communities to build affordable rental housing and revitalize historic properties to create a stronger Virginia that benefits everyone—for the life of the development and for generations to come.
VCDC manages multi-investor and proprietary equity investment funds that provide development capital mainly through the use of Low-Income Housing Tax Credits (LIHTC), Historic Tax Credits, and New Markets Tax Credits. We work primarily in Virginia but also make investments in bordering states. VCDC is a 501 (c)(3) corporation.
Our roots go back to 1989. From the beginning, we have been a part of the communities we serve. Our ability to add value to the development, construction, and management of affordable housing and community revitalization real estate developments in those communities, which we know so well, is our strength and our competitive advantage.

VCDC’s unique approach has produced a record of excellence almost unprecedented in the LIHTC industry. Our history spans more than 25 years and during that time:
- No VCDC Equity Fund investment has ever lost access to an approved tax credit or experienced a foreclosure.
- No VCDC Equity Fund has ever failed to deliver the projected return to its investors.
We attribute this success to the intentional pursuit of development partners that have deep roots in the communities in which they work and a high level of accountability to ensure the success of their developments.
We engage with our development partners for the life of the project, helping them anticipate and avoid problems. When issues do occur, we work to resolve them in a way that preserves the value of investments and ensures a high quality of life for residents of the communities in which we invest.
